    CFA Legislative ALERT
    San Francisco "Guardian" Campaign

    Last Updated: December 13 2002

    *********************************************
SF Guardian UPDATE - we can WIN!
    *********************************************

A new twist has changed everything. The two vacant San Francisco Board of Supervisors' seats were filled this week in runoff elections. We expected the winners to be sworn in January 8th, but this was instead accomplished yesterday so they will be voting on Monday night, December 16. Their new telephone numbers are below, but email and fax is for the general board right now. The Ordinance needs 6 votes to pass the second reading. The first reading resulted in a 6 to 3 win for the "guardian" word addition to the animal codes. Now with two new supervisors there are 11 total. We must hold on to all of our 3 votes, gain the 2 new members and at least one of the yes votes of last week.

There is not much time to write letters but I urge you to help stop the "Pet Guardian Ordinance" in San Francisco. See below for full information and points to make.

Let the Mayor and the Board know the entire country is watching and will be interested in the vote on Monday night! ASK FOR A NO VOTE on File Number 021645.

We do not know the stance of the new Supervisors on the guardian issue, but they will be reviewing the Board files:

FIONA MA - District 4 (Sunset area, Chinese constituency). Live animal market issues have been controversial for years in Chinatown.

BEVAN DUFTY - District 8 (Noe Valley, Castro area, Glen Park). Dufty has been involved in some dog issues including a plan to increasing licensing revenue.

CONTINUE TO SEND LETTERS to all Supervisors per the list below.

    1. Letters to the new Supervisors, Fiona Ma and Bevan Duffy, should include congratulations. Urge them to vote NO on the "Pet Guardian Ordinance", File Number 021645.

Thank Board President Tom Ammiano, Gavin Newsom and Aaron Peskin for their NO votes.

Ask the 6 Supervisors who favored the Ordinance to reconsider and vote NO. It is possible some of them are not aware of the dangers in this proposal.

It is holiday time and not easy to turn attention to this important effort. But remember:

If we do not check the "They Are Not Our Property - We Are Not Their Owners" campaign led by In Defense of Animals (IDA) there will be serious legal and other ramifications eventually. The "guardian" word change in language is the first step in a movement that will ultimately affect you - it is our well-established property rights that protect our abilities to possess, transfer, sell, provide care and plan reproduction for our animals, as long as it is humane.

Please let me know if you have written letters.
