ARIZONA
HB 2516 - An Act Amending Sections 11-1008, 11-1011 and 11-1022, Arizona Revised Statutes; Relating to Animal Control was introduced in January, 2008 with the goal to change the current laws to include mandatory neuter/spay of all cats and dogs over the age of 6 months. State Assembly Bill AB 1634 was last amended July 3. The bill, authored by Assembly Member Lloyd Levine, was pulled in the Senate Local Government Committee but will come back in (January) 2008. The current version would prohibit any person from owning or possessing an intact cat or dog over the age of 6 months, unless the person has an "intact permit" issued by a local jurisdiction. The owner must meet conditions such as having a business license; OR can demonstrate that the cat/dog "belongs to a recognized registry" AND has been shown within the last 2 years OR has earned or is working toward a conformation or other title from a recognized registry/association. Additional exemptions have been established for some working/service dogs and for cats/dogs for whom it is unsafe to spay/neuter due to age, poor health or illness. Any dog can have a one-time-only litter with numerous care and other requirements.
The bill, authored by Assembly Member Lloyd Levine, was pulled in the Senate Local Government Committee but will come back in 2008.

AB 1634: Bill (amended July 3) | History | Status | Analysis
CURRENT STATUS: AB 1634 was heard by the Senate Committee on Local Government on Wednesday July 11th in a special forum. Several speakers presented data and reasons for opposing the bill. When Assembly Member Levine knew he would not receive a favorable vote to move the bill forward he announced further proposed amendments. The bill will be a two year bill and we expect it to be revised again and reintroduced in 2008. We thank all the individuals and organizations who worked hard to prevent this bill from passing in the Local Government Committee.

MICHIGAN
State Bill HB 5738 - The "PET WARRANTY BILL" would provide for a "lemon law" for cats and dogs. Anyone selling more than one litter or two cats/dogs over 6 months of age would have to comply with unreasonable provisions. Breeders are considered "pet dealers". OPPOSE.
CURRENT STATUS: The House bill (Bieda - D) was introduced on February 14, 2008 and has been referred to the House Committee on Regulatory Reform. No hearing has been scheduled yet.
MINNESOTA
State Bill HF 2469/ SF 2292 - The "Dog and Cat Breeders Act" would license, inspect and regulate everyone who possesses 6 or more “adult, intact breeding females” (dogs and/or cats) and includes standards of care. OPPOSE.
CURRENT STATUS: CURRENT STATUS: The House bill passed in the Public Safety Committee on February 19, 2008. A hearing in the Senate Agriculture Committee was scheduled for February 26th, but has now been removed from the agenda. See the CFA PET LOVER ALERTS. Contact all friends and family in the state to send brief letters or emails to both the Senate and House Committee members with objections to this bill that will mean the loss of fine pedigreed cats in this state.
RHODE ISLAND
State Bill HB7354/ SB2097- entitled "AN ACT RELATING TO ANIMALS AND ANIMAL HUSBANDRY - PERMIT PROGRAM FOR CATS" would mandate spay/neuter of any cat or kitten sold or adopted in Rhode Island. Any person offering a cat or kitten for sale or adoption must either spay or neuter the cat/kitten prior to adoption or sale OR provide a spay/neuter prepaid certificate. Anyone offering cats for sale or adoption must also disclose to new owners information regarding licensing or permit requirements of the city or town in which they reside. WE OPPOSE.
CURRENT STATUS: The House bill 7354 (Fellela - D, Serpa - D, Carter - D) is scheduled for a hearing on February 27th; House Committee on Health, Education & Welfare; Room 135; State Capitol Building. Check for time and agenda - 401-222-2296. Contact all friends and family in the state to send emails to House Committee members with objections. This bill puts the financial responsibility for sterilization unfairly on sellers of cats or those who take in kittens of unowned/feral cats and want to find them homes. Such a law will be indiscriminately enforced - who can assure prepaid certificates are actually used? This attempt will merely target the few individuals left raising pedigreed cats making it impossible to preserve the genetics of rare breeds in this State.
