    Secretary's Note: The Officers and Board of Directors of the Cat Fanciers' Association, Inc. met on Saturday, October 2, 2004, at the Newark Liberty International Airport Marriott, Newark, New Jersey. President Pam DelaBar called the meeting to order at 8:05 a.m. with the following members present:

    (1) CORRECTIONS TO THE MINUTES.
    * Ms. Angell moved to accept the June, 2004 minutes as published. Motion Carried.

    (2) UPDATE: COMMITTEE APPOINTMENTS.
    * Mr. Barnaby moved to ratify the following committee appointments:
    Credentials - Eve Russell, Chair
    Management - Roeann Fulkerson

    Motion Carried.

    (3) TREASURER/BUDGET REPORT.
    * Ms. Calhoun moved on standing motion to accept the requested committee budget increases. Motion Carried.
    * Ms. Calhoun moved to accept the Treasurer's Report, as presented. Motion Carried.

    (4) CLUB APPLICATIONS.
    Chair Ms. Cummings presented the following club applications for approval on standing motion, reserving the right to vote no.
    * We Are Siamese (Region 4). Motion Failed.
    * Nor'Easter Silver & Golden Fanciers (Region 1). Motion Failed.
    * Gala Cats (International Division). Motion Carried.
    * Feline Fanciers of Singapore (International Division). Motion Carried.

    (5) CENTRAL OFFICE OPERATIONS.
    *Ms. Anger moved on standing motion to adopt the following out-of-region show requests:
    Portland Cat Club (Region 2) to hold a show in Tokyo, Japan (Region 8) on May 28/29, 2005. Motion Carried.
    Global Egyptian Mau Society (Region 1) to hold a show in Winchester VA (Region 7) on July 30/31, 2005. Motion Carried.
    * Ms. Anger moved to accept the following name change requests:
    From Japan Silver & Golden Fanciers to Dream Catchers Cat Club. Motion Carried.
    From Sendai Cat Fanciers to Tokyo Cat Fanciers. Motion Carried.
    * Mr. Newkirk moved to require clubs to state a reason in their supporting documents for a name change. Motion Carried.

    (6) INTERNATIONAL DIVISION REPORT.
    * Chair Mr. Newkirk had no action items.

    (7) CFA/IAMS CAT SHOW NEW YORK.
    Chair Mr. Veach had the following judges' names drawn from the pool of 6 judges for tie-breaking purposes: Newkirk; Zenda; Jensen. Alternate is Sumner.

    (8) INTERNATIONAL CAT SHOW.
    * Mr. Newkirk moved to do away with the qualifying concept for all future years. Motion Carried.
    * Ms. Kusy moved to allow any region that doesn't meet the 250 format to go to a one day show. Motion Carried.
    * Mr. Newkirk moved to open the entry for the International Show as follows: (1) cats that attend qualifiers and qualify, and cats in the disaster areas who entered their qualifiers; (2) cats that attended qualifiers and did not qualify; (3) cats which entered their qualifier but did not attend. Motion Carried.

    (9) JUDGING PROGRAM.
    Mr. Barnaby moved on standing motion to adopt the following Judging Program Rules:
    * Revise JP rule Section V, Trainees: A.6 - The trainee may not have entries at a show where he/she is to do color classes, nor may the trainee judge a cat owned or agented by a member of the trainee's household. Motion Carried.
    * Revise JP rule Section V, Trainees: E - Second Specialty trainees can move through the training program as appropriate (Add) Second Specialty Trainees may not begin training in the second specialty until they have advanced to Approved status in the first specialty. (This does not preclude an individual advancing to Approved first specialty and Trainee second specialty at the same Board meeting). Motion Carried.
    * Revise JP rule Section VII, Requirements and Procedures for Advancement for Apprentice and Approval Pending Judges: B,C,D,E - … two of which must be out of region and not less than 500 miles from their place of residence, before becoming … Motion Failed.
    * Revise JP rule Section VII, Requirements and Procedures for Advancement for Apprentice and Approval Pending Judges: D - Any judge who is approved in one specialty and approval pending in the second specialty must satisfactorily judge a minimum of eight (8) championship shows, … Motion Failed. Calhoun, Newkirk, Garrison, Koizumi voting yes.

    (10) PROTEST COMMITTEE REPORT.
    * Liaison Mr. Kallmeyer moved on standing motion to accept the Committee's recommendation on the protests not in dispute. Motion Carried (vote sealed).

    (11) SHOW RULES.
    * Chair Mr. Veach moved to adopt the following Show Rule changes with a standing motion and the right to vote no:

    • CFA Constitution, Article IV, Section 4 (second paragraph) - from the Committee on behalf of the Delegation (passed by 2/3): No person shall cast as a delegate and/or proxy more than two (2) votes. Regardless of the number of votes carried, each delegate or proxy to the Annual Meeting shall pay a registration fee of ten dollars [$10.00] twenty dollars ($20.00) for each vote carried to help member clubs defray the costs of the Annual Meetings.
      No action required.

    • CFA Show Rules, Article IX, GRAND CHAMPIONSHIPS/PREMIERSHIPS - from the Committee on behalf of the Delegation (passed by 2/3): Cats that have completed requirements for Grand Championship or Grand Premiership will be automatically confirmed by the Central Office. Certificate of confirmation will be mailed as soon as possible after show records are received and wins have been recorded. This certificate will be at least 8.5 x 11", suitable for framing or display and mailed free of charge to the owner.
      No Action.

    • CFA Show Rules, Article IX, GRAND CHAMPIONSHIPS/PREMIERSHIPS (second paragraph) - from the Committee on behalf of the Delegation (passed by 2/3): The Central Office will automatically confirm cats that have completed requirements for Grand Championship or Grand Premiership. Certificate of confirmation will be mailed as soon as possible after show records are received and wins have been recorded. This certificate will be at least 8.5 x 11", suitable for framing or display and mailed free of charge to the owner.
      Motion Failed.
      Mr. Newkirk moved that Central Office be directed to print a certificate suitable for framing that the delegation would like, not based on size.

    • CFA Show Rules, Article XXII - FINALS AWARDS - from the Committee on behalf of the Delegation (passed by 2/3): In Allbreed rings the Championship finals awards will be Best through 10th Best Cat when cat entries are less than 150. For Championship entries of 150 or more the final awards will be Best through 15th Best Cat, Best, 2nd Best and 3rd Best Champion, Best, 2nd Best, and 3rd Best Longhair Champion, Best, 2nd Best, and 3rd Best Shorthair Champion; the Kitten final awards will be Best through 10th Best Kitten when kitten entries are less than 100. For kitten entries of 100 or more the final awards will be Best through 15th Best Kitten; the Premiership final awards will be Best through 10th Best Cat when cat entries are less than 75.         1. Kitten classes - best through fifteenth best kitten, best and 2nd best of breed/division. Points are awarded for only one win per ring, that which carries the most points.
        2. Championship classes - best through tenth best cat, best and 2nd best of breed/division. Points are awarded for only one win per ring, that which carries the most points.
        3. Premiership classes - best through tenth best cat, best and 2nd best of breed/division. Points are awarded for only one win per ring, that which carries the most points.

    • CFA Show Rules, Article XXXVI, NATIONAL/REGIONAL AWARDS PROGRAM, Scoring Procedures, Eligible Wins - from the Committee on behalf of the Delegation (passed by 2/3): Points are awarded for the wins listed below.

        1. Kitten classes - All final awards as provided in the current show rules, best and 2nd best of breed/division. Points are awarded for only one win per ring, that which carries the most points.
        2. Championship classes - All final awards as provided in the current show rules, best and 2nd best of breed/division. Points are awarded for only one win per ring, that which carries the most points.
        3. Premiership classes - all finals awards as provided in the current show rules, best and 2nd best of breed/division. Points are awarded for only one win per ring, that which carries the most points.

Increase Premiership awards from 20 to 25. Thereby making championship, kittens and premiership uniform.

    • CFA Show Rules, Article II - ELIGIBILITY/INELIGIBILITY FOR ENTRY, 2.09 - from the Committee: g. Household pets, except for those having tendonectomy, in the Household Pet classes.
      Motion Failed

    • CFA Show Rules, Article XXXVIII - from the Committee (new): Junior Showmanship

        1. Junior Showmanship will be a part of the normal show licensing procedure.
        2. Clubs must appoint a show committee member to handle the Junior Showmanship ring of the show. That person will be a liaison between the club, judge, and entrants; and will prepare the ring before the Junior Showmanship event begins.
        3. Clubs must notify Central Office as to the date and time of the Junior Showmanship ring in their show, and must request a Junior Showmanship packet. The packet will consist of evaluation forms, ribbons, and numbers.
        4. The Entry Clerk must notify the evaluating judge no later than the Wednesday before the show of
        a) Number of entrants
        b) Levels of entrants (novice, junior, senior)
        c) Breed of cat each entrant will be showing.
        5. Entry fee for each entrant in the Junior Showmanship ring will be $5.00 and will include a double cage.
        6. The Central Office (white) copy of the evaluation forms must be given to the Master Clerk who will include them in the official show packet sent to Central Office after the show.

      No Action.

    • CFA Show Rules, Article XXXVII - from the Committee via the Junior Showmanship Program (new):

        1. A signed judging contract for the Junior Showmanship ring must be submitted for Central Office files.
        2. Clubs must appoint a show committee member to handle the Junior Showmanship ring at the show. This person will be a liaison between the club, judge and entrants, and will prepare this ring before the Junior Showmanship event begins.
        3. Clubs must notify Central Office as to the date and time of the Junior Showmanship ring in their show and request an information packet. Approximately 3-4 weeks prior to the show, a packet containing items for use at the show - evaluation forms, ribbons, adhesive badges and other general information - will be mailed to the entry clerk.
        4. The entry clerk, or designated representative, must notify the evaluating judge no later than the Wednesday before the show of:
        (a) Number of entrants;
        (b) Level of entrants (novice, junior, senior);
        (c) Breed of cat each entrant will be showing;
        (d) Age of entrant.
        5. Entry fee for each entrant in the Junior Showmanship ring will be $5.00 and will include a catalog and a double cage. The regular show entry fee must also be paid if the Junior Showmanship cat is being entered in the show.
        6. The following items must be included in the official show packet sent to Central Office after the show:
        (a) Central Office (white) copy of the evaluation forms;
        (b) Junior Showmanship entry forms;
        (c) Catalog page listing Junior Showmanship entries and Junior Showmanship entry numbers.

      Motion Carried.

    • 30.02 - from the Committee: The Novice CLASS is for listed [unregistered] cats, of either sex, altered or unaltered, 8 calendar months old or over on the opening day of the show whose color is CFA registerable. …
      Motion Carried.

    • 1.20b - from the Committee: The following classes will be recognized for neuters and spays of each Championship Color Class: Grand Premier, Premier, Open, and Novice. The eligibility for each class will be determined in the same manner as for the corresponding class in Championship competition.
      Motion Carried.

    • 2.03 - from the Committee: Only cats registered with CFA are eligible for entry in the Championship and Premiership competitive categories and the Veterans, Provisional Breed, Miscellaneous [Non-competitive] or AOV classes. The show management is expressly prohibited from accepting a Championship, Premiership, Veteran, Provisional Breed, Miscellaneous [Non-Competitive] or AOV entry unless the official entry form contains a registration number (except those listed cats that are competing in the International Division or the Maritime Provinces of Canada, as Novices, as provided for in show rule 30.02). It is the responsibility of the owner to enter the cat with its proper registration number as shown on the registration certificate. Any AOV, Provisional or Miscellaneous kitten must have a registration number in order to be eligible to be shown.
      Motion Carried.

    • 3.01 - from the Committee: A cat or kitten shown in the wrong class or under incorrect name, ownership, or registration number may be disqualified by the Central Office and any wins voided. The Central Office may disqualify and void the wins of a cat or kitten shown in the wrong class, color/pattern description, or under incorrect name, ownership, or registration number and any wins voided.
      Motion Failed.

    • 6.12 and 11.32 - from the Committee (new): Nothing may be placed on top of a cage that would extend above the top of the cage height by more than 12 inches, except as allowed by show management.
      Motion Carried. Johnson, Newkirk, Garrison, Cummings and Wilson voting no.

    • 8.01 - from the Committee: Of each color class recognized as entitled to Championship or Premiership, the winning Open/Novice male or neuter and the winning female or spay in any type of ring, e.g. Allbreed, Longhair/Shorthair or Breed specialty will be awarded the "Winners Ribbon."
      Motion Failed.

    • 9.01c - from the Committee: Second Best Champion or Premier will receive 90% of the points received by the Best Champion or Premier. Third Best Champion or Premier will receive 80% of the points received by the Best Champion or Premier.
      Withdrawn.

    • 9.01g - from the Committee: The Second Best Longhair Premier and Second Best Shorthair Premier in Allbreed rings will receive 90% of the points received by the Best Longhair or Best Shorthair Premier. Third Best Longhair Premier and the Third Best Shorthair Premier will receive 80% of the points received by the Best Longhair or Best Shorthair Premier defeated in that specialty.
      Withdrawn.

    • 9.03a - from the Committee: A cat must have at least one win of Best Champion/Premier or Second Best Champion/Premier or Third Best Champion or a final award of Best-Tenth Fifteenth Best Cat in either a CFA Specialty or Allbreed final in order to qualify for the title Grand Champion/Grand Premier.
      Motion Carried.

    • 9.03b - from the Committee: Two Hundred [200] points are required for Grand Championship; seventy-five [75] points for Grand Premiership, in Mainland U.S., Canada (with the exception of the Maritime Provinces), Japan and the International Division. In Hawaii, Russia, Ukraine, Asia [except Japan], Mexico, Central America, South America, the Maritime Provinces of Canada and United Kingdom (England, Scotland, Wales and Northern Ireland), seventy-five (75) points are required for Grand Championship; twenty-five (25) points are required for Grand Premiership.
      Motion Carried.

    • 13.11a - from the Committee: No club shall accept more than 450 entries to be judged by any one judge over a full two-day period…All one-day Sunday, the second day of any back-to-back show, and all six ring one day shows, MUST start at 9:00 a.m. or earlier if over 200 entries are entered.
      Motion Failed.

    • 12.07a.2 - from the Committee: A one-day show format consisting of six rings held on Saturday only with an entry limit of 225 cats. This format will permit up to six judgings for entry in any combination of Allbreed or Specialty rings. A minimum of 12 judging cages per ring is required for a single specialty ring; 16 judging cages per ring is required for an Allbreed or double specialty ring. Unless board approval is obtained in advance, all six ring one-day shows must have a start time of no later than 9:00 AM.
      Motion Failed.

    • 2.12 - from the Committee: The show committee may permit cats or kittens, 4 months old or older, to be present for display or sale. Only cats or kittens eligible for CFA registration may be sold. No kitten under the age of four months shall be permitted in the show hall. This does not provision shall also apply to animals being adopted from humane organizations. Proof of age must be presented upon the request of the show manager (see paragraph 15.12). Non-entered cats and kittens may be present in the show hall subject to such conditions as the show manager may require. (See paragraph 4.09)

    • 1.19a - from the Committee: The NOVICE CLASS is for listed (unregistered) cats, of either sex, 8 calendar months old or over on the opening day of the show whose color is CFA registerable, and where at least one of the parents is not registered with CFA. Winners' ribbons are awarded in the Novice class. Upon the cat's registration with CFA, the winners' ribbons will be posted to the cat's record towards its Champion/Premier title. Cats competing in the Novice class may not go on to compete as Champions/ Premiers on the second day of a two day show or in subsequent shows until the cat is registered with CFA. Novice class cats are not eligible for National/Regional points. This class is for licensed shows in the International Division and Maritime Provinces of Canada.

This behavior may consist of a single harmful act or a series of negative acts which, when considered together, create a significant injurious effect on the Cat, CFA or the Cat Fancy.

A stone, of their choosing, may be purchased for every five years of service, commencing with the 5th year. CFA will pay for the first stone, not to exceed $35.00. Certificates, suitable for framing, will be awarded at the Annual to those judges who are being honored for 5-year increments of judging service. Motion Carried.
