Secretary's Note: The Officers and Board of Directors of the Cat Fanciers' Association, Inc. met on Saturday, October 2, 2004, at the Newark Liberty International Airport Marriott, Newark, New Jersey. President Pam DelaBar called the meeting to order at 8:05 a.m. with the following members present:

(1) CORRECTIONS TO THE MINUTES.

(2) UPDATE: COMMITTEE APPOINTMENTS. * Mr. Barnaby moved to ratify the following committee appointments:

(3) TREASURER/BUDGET REPORT.
* Ms. Calhoun moved on standing motion to accept the requested committee budget increases. Motion Carried.
* Ms. Calhoun moved to accept the Treasurer's Report, as presented.

(4) CLUB APPLICATIONS.
Chair Ms. Cummings presented the following club applications for approval on standing motion, reserving the right to vote no.
* We Are Siamese (Region 4). Motion Failed.
* Nor'Easter Silver & Golden Fanciers (Region 1). Motion Failed.
* Gala Cats (International Division). Motion Carried.
* Feline Fanciers of Singapore (International Division). Motion Carried.
(5) CENTRAL OFFICE OPERATIONS.
*Ms. Anger moved on standing motion to adopt the following out-of-region show requests:
Portland Cat Club (Region 2) to hold a show in Tokyo, Japan (Region 8) on May 28/29, 2005. Motion Carried.
Global Egyptian Mau Society (Region 1) to hold a show in Winchester VA (Region 7) on July 30/31, 2005. Motion Carried.
* Ms. Anger moved to accept the following name change requests:
From Japan Silver & Golden Fanciers to Dream Catchers Cat Club. Motion Carried.
From Sendai Cat Fanciers to Tokyo Cat Fanciers. Motion Carried.
* Mr. Newkirk moved to require clubs to state a reason in their supporting documents for a name change. Motion Carried.
(6) INTERNATIONAL DIVISION REPORT.
* Chair Mr. Newkirk had no action items.
(7) CFA/IAMS CAT SHOW NEW YORK.
Chair Mr. Veach had the following judges' names drawn from the pool of 6 judges for tie-breaking purposes: Newkirk; Zenda; Jensen. Alternate is Sumner.
(8) INTERNATIONAL CAT SHOW.
* Mr. Newkirk moved to do away with the qualifying concept for all future years. Motion Carried.
* Ms. Kusy moved to allow any region that doesn't meet the 250 format to go to a one day show. Motion Carried.
* Mr. Newkirk moved to open the entry for the International Show as follows: (1) cats that attend qualifiers and qualify, and cats in the disaster areas who entered their qualifiers; (2) cats that attended qualifiers and did not qualify; (3) cats which entered their qualifier but did not attend. Motion Carried.
(9) JUDGING PROGRAM.
Mr. Barnaby moved on standing motion to adopt the following Judging Program Rules:
* Revise JP rule Section V, Trainees: A.6 - The trainee may not have entries at a show where he/she is to do color classes, nor may the trainee judge a cat owned or agented by a member of the trainee's household. Motion Carried.
* Revise JP rule Section V, Trainees: E - Second Specialty trainees can move through the training program as appropriate (Add) Second Specialty Trainees may not begin training in the second specialty until they have advanced to Approved status in the first specialty. (This does not preclude an individual advancing to Approved first specialty and Trainee second specialty at the same Board meeting). Motion Carried.
* Revise JP rule Section VII, Requirements and Procedures for Advancement for Apprentice and Approval Pending Judges: B,C,D,E - … two of which must be out of region and not less than 500 miles from their place of residence, before becoming … Motion Failed.
* Revise JP rule Section VII, Requirements and Procedures for Advancement for Apprentice and Approval Pending Judges: D - Any judge who is approved in one specialty and approval pending in the second specialty must satisfactorily judge a minimum of eight (8) championship shows, … Motion Failed. Calhoun, Newkirk, Garrison, Koizumi voting yes.

1.05 - from the Committee: AN ENTRY is a cat or kitten for which … AN ENTRY, as used in these rules, is also the process of submitting an entry to the entry clerk.
AN EXHIBITOR, as used in these rules, is the owner or agent of single or multiple entries in a show as designated on the entry form.

4.04 - from the Committee: It is the responsibility of the owner to show a cat or kitten in its correct competitive category, class, color class and correct color/pattern description.

6.05a - from the Committee: Before judging begins, an exhibitor is responsible for reporting to the show secretary any of his cats or kittens that are absent, or that require transfer to another competitive category, class, color class or change in color/pattern description.
Motion Carried.
16.06- from the Committee: The show secretary or a designated … At the end of each breed, the show secretary shall type a form for the following awards: Best of Breed/Division, Second Best of Breed/Division for Kittens, Championship and Premiership, and where necessary, Best Champion/Premier of Breed/Division.
Motion Carried.
18.20 - from the Committee (new rule), delete 28.12: Adult, whole males or neuters, including Household Pets, must not be placed in adjoining cages at any time. For the purposes of this rule, two corner cages at a 90-degree or greater angle to each other are considered to be adjoining cages.

28.13 g - from the Committee: During finals a judge may have in his or her ring only those cats or kittens that are being awarded a final win as listed in Paragraph 28.20. (Exception: a Best of the Best final, special awards given in the Household Pet Class.)

30.02 a - from the Committee: The Novice class is for "listed" (unregistered) cats, of either sex, 8 calendar months old or older on the first day of the show, whose color is CFA registerable, and where at least one of the parents is not registered with CFA. Winner's Ribbons are awarded in the Novice class. Upon the cat's registration with CPA, the Winners Ribbons will be posted to the cat's record as official Winners Ribbons toward its Champion/Premier title. Motion Failed. Angell, Johnson, Veach, Barnaby and Kusy voting yes.
2.12 - from the Committee: The show committee may permit cats or kittens, 4 months old or older, to be present for display or sale. Only cats or kittens eligible for CFA registration may be sold. No kitten under the age of four months shall be permitted in the show hall. This does not provision shall also apply to animals being adopted from humane organizations. Proof of age must be presented upon the request of the show manager (see paragraph 15.12). Non-entered cats and kittens may be present in the show hall subject to such conditions as the show manager may require. (See paragraph 4.09)

1.19a - from the Committee: The NOVICE CLASS is for listed (unregistered) cats, of either sex, 8 calendar months old or over on the opening day of the show whose color is CFA registerable, and where at least one of the parents is not registered with CFA. Winners' ribbons are awarded in the Novice class. Upon the cat's registration with CFA, the winners' ribbons will be posted to the cat's record towards its Champion/Premier title. Cats competing in the Novice class may not go on to compete as Champions/ Premiers on the second day of a two day show or in subsequent shows until the cat is registered with CFA. Novice class cats are not eligible for National/Regional points. This class is for licensed shows in the International Division and Maritime Provinces of Canada.

1.22f - from the Committee (new rule): Any outside service company used to conduct Agility Trials if within the same room as a CFA show. Withdrawn.
BREEDER REFERRAL PROGRAM - Resolved that this program be restricted to current CFA Breed Council Members for each breed. That the Breed Council Secretary's contact information (not just name) be printed at the top of the listing. That the listing be sorted by STATE (or ZIP Central Office DE) and that each breeder's email address be included in the report.

(12) CFA LEGISLATIVE COMMITTEE.

(13) ANIMAL WELFARE.
Chair Ms. Berg moved to adopt the following policy:
"Conduct Detrimental to the Cat Fancy" is any behavior that seriously and adversely impacts the Cat, CFA, the Fancy or any individual, and concerns matters relating to Cats, CFA or the Fancy. This behavior may consist of a single harmful act or a series of negative acts which, when considered together, create a significant injurious effect on the Cat, CFA or the Cat Fancy.
Motion Carried.
(14) DISASTER RELIEF.
Chair Ms. DelaBar had no action items.

* Chair Ms. Cummings moved that the Breed Identification CD and A Guide to American Pedigreed Cats be sent to all English-speaking veterinarian schools. No Action.
(21) PUBLICATIONS.
* Liaison Ms. Calhoun moved to change the current policy and permit the listing of regional breed wins for kittens and premiership cats. No Action.
(22) ETHICS COMMITTEE.
Chair Mrs. Garrison had no action items.
(23) PUREBRED RESCUE COMMITTEE.
Liaison Mrs. Baugh had no action items.
(24) AWARDS AND HONORS COMMITTEE.
* Chair Ms. Anger moved to adopt the following policy: Judges who reach the status of Apprentice may purchase their CFA Judges' pin. A stone, of their choosing, may be purchased for every five years of service, commencing with the 5th year. CFA will pay for the first stone, not to exceed $35.00. Certificates, suitable for framing, will be awarded at the Annual to those judges who are being honored for 5-year increments of judging service. Motion Carried.
* Ms. Anger moved to establish the CATLIN AWARD in recognition of excellence in the use of cats in commercial advertising campaigns, and approve the estimated budget. Motion Carried.

* Ms. Anger moved to adopt a proposed solution for implementation of a plan for efficient dissemination of board materials. Motion Carried. DelaBar, Angell, Baugh, Shaffer, Veach, Barnaby, Miller, Watson and Kusy voting no.
* Ms. Angell moved that officers and board members who desire a hard copy of the minutes shall receive them after each board meeting. Motion Carried.
